The Spring 2025 report demonstrates unprecedented enforcement activity, with nearly $17 billion in recoveries. While small practices are not the primary targets of the largest cases, they face disproportionate impact when violations occur due to limited resources for legal defense and compliance remediation.

Letter from Walter Dodard, DO

March 20, 2026

Dear Patients and Members of Our Community.

It is with deep sadness and disappointment that I write to address the sudden and unilateral decision by Carthage Area Hospital to close Comprehensive Women's Health Services (CWHS).
In 2018, Carthage Area Hospital assumed ownership and management of CWHS. As part of that agreement, and through a separate employment arrangement, I remained an employee of both CWHS and Carthage Area Hospital.
As many of you may already know from recent news coverage, Carthage Area Hospital has been facing significant financial challenges and recently filed for bankruptcy.
Despite my sincere efforts to preserve these important services for our community, I was unfortunately unable to do so given the financial obligations associated with CWHS.
I founded CWHS in 2003, and caring for the women and families of this community has been one of the greatest honors of my life. My wife and I have been proud to live here and raise our two children in this community. I remain deeply grateful for the trust you have placed in me over over the years by allowing me to care for you, your families, and your friends.
This letter is not meant to mark an ending, but rather a pause while I explore new opportunities and ways to continue providing high-quality care to this community. Your support, trust, and encouragement mean more to me than words can express.
I remain hopeful that I will have the opportunity to continue serving you and your families again in the near future.

With sincere gratitude and respect,
